Static CONOPS documents fail because they are disconnected from the warfighter and program execution.  A digital model without operational insight is just a complex diagram.


At Forward Engineering, we provide the senior operational and technical leadership to ensure your Digital CONOPS is a true, executable model of your mission.  With principal leadership of over 3 decades of experience as a U.S. Navy Commander and Prime Contractor Chief Engineer, we bridge the gap between high-level stakeholder needs and rigorous digital execution.


We provide the technical leadership to govern and direct your existing MBSE teams, or we deploy our hand-picked team of specialist modelers and systems engineers to build, simulate, and deliver the entire digital CONOPS for you.


Our Digital CONOPS Framework (Oversight or Execution)


  • Mission Scoping & Framework Governance:  We lead the critical, front-end work of defining mission objectives, operational scenarios, and performance parameters. We provide the strategic governance to select and establish the digital modeling environment that aligns with your program goals.


  • Stakeholder Needs Translation & Validation:  Our primary value is translating complex stakeholder needs (from the warfighter to the program office) into clear, model-ready inputs. We oversee the digital capture and analysis to ensure the "voice of the user" is the model's foundation.


  • Model-Based CONOPS Development (Led or Deployed):  We architect the operational model to link mission activities, user roles, and system capabilities. We can direct your team in this development or deploy our MBSE specialists to build the complete, data-driven model.


  • Simulation & Virtual Mission Validation:  We define and direct the "what-if" scenarios, focusing on the highest-risk operational gaps.  We oversee the simulation and validate that the results prove mission effectiveness or deploy our team to run the full validation.


  • Data-Driven Refinement & Strategic Iteration:  We lead the analysis of simulation data, ensuring feedback is used to make strategically sound, data-driven decisions—not just minor technical tweaks.  We prioritize refinements that deliver maximum operational impact.


  • Digital Baseline Governance & Handover:  We govern the establishment of the configuration-managed digital baseline. We deliver more than a model; we deliver an authoritative source of truth and a strategic plan for its evolution as a foundational asset for your system's Digital Twin.
